The Wonder Years:  The UN Seeks Super Powers to Navigate the Current Crises, Dr. Robert Zuber

This was yet another one of those weeks at the UN.   Apparently, we now have a cartoon character serving as our collective symbol of women’s empowerment: an athletic, thoroughly Anglo. scantily-dressed figure of some artist’s imagination who ostensibly will inspire and mentor young women and girls more effectively than the many women of high intelligence and character already roaming our hallways and conference rooms.

This week also featured an informal discussion led by PGA Thompson between Secretary-General-elect Guterres and the full membership of the General Assembly.  It was a good and reassuring session, even as some states lamented the lost opportunity to select a woman SG.  As many of you know, there is still to come the appointment of a Deputy SG, and some with us in the “blue seats” half-jokingly speculated about the possibility of Wonder Woman being tapped for that post as well, noting that while her wardrobe would not be particularly well-suited to Security Council meetings and grand state functions, it might actually be helpful to have a figure at the most senior levels of the UN who could single-handedly enforce Security Council resolutions without resort to punitive sanctions or aerial bombardments.

The PGA also led a more somber discussion later in the week, this time on the unresolved horror in Syria.  Special Envoy de Mistura joined the conversation by video, and after painting the grisly scene yet again (Aleppo might well be “gone” by December), welcomed efforts by the General Assembly to seek options for response beyond what the Security Council has been able to successfully muster. Non-Permanent Council members joined the chorus of those many UN states seeking traction on what Uruguay referred to as the “massacre” of Aleppo (and other areas of grave violence) as the Security Council itself appears in too many instances to impede more progress to peace than it promotes.

We’ve been in many such meetings where atrocity crimes and other horrors are laid bare only to then elude the imposition of practical, remedial measures.  And there is, of course, no direct pathway leading us from the perception of human misery to effective policy response. Knowing that your own child is in pain may well ratchet up the urgency, but that does not in and of itself suggest the best way forward. This is especially the case in instances as in Syria or Yemen where the causes of the current misery –its backgrounds, stakeholders and motivations – are complexities challenging to sort. Only in the world of comics are ethical situations given to the clarity that makes it possible for super-heroines to spring to effective action, time and time again.

In regards to Syria as elsewhere, the threat of terrorism looms large in virtually any policy discussion. In and out of the Security Council, state leadership often declares terrorists to be akin to “savages” an understandable ascription at some level but not terribly helpful from the standpoint of discerning policy relief.  For some states, counter-terror almost takes the form of a righteous crusade, a rhetorical clash of good and evil, a fight to the death between the forces of stability and chaos, the children of light taking on the children of darkness.

Moreover, terrorism is now widely utilized around the UN by member states as a justification for state behavior of all kinds.   Russia, for one, justifies its horrific bombing campaign in Aleppo by citing the need to eliminate terrorists, while France defines such bombing (as it did at the GA meeting with de Mistura) as more like a “gift” to terrorists. But France, like most states in and out of the Council, has its own horses in this race for national policy justification, even as it speaks – and rightly so – of the importance of keeping covenant with our values throughout an era of unprecedented non-state threats.

The justifications linked to terrorism can be seen in one of our core issues/values as an office, one which we share with our close associates FIACAT, regarding the abolition of the death penalty. At a side event during this week when so many Human Rights Rapporteurs are in town to meet with General Assembly committees, one of the UN’s newer Rapporteurs, Professor Callamard, took the floor with Norway, Palau and Australia to both advocate for death penalty abolition and to delink abolition from some of its foremost “retentionist excuses,” including and especially its alleged rationalization as “just punishment” for the high crimes of terror.

All speakers at this side event were clear on the inadmissibility of the death penalty regardless of the severity of alleged crimes.  Norway’s testimony here was especially compelling, as Ambassador Stener recounted the intense pressure for a time that her state was under to reinstate the death penalty following the horrific and (for Norway) unprecedented violence perpetrated by Anders Behring Breivik in 2011.   She noted that the people of Norway somehow found a way to stay connected to the most fundamental of their values regardless of the horrific circumstances calling them into serious question.  Even in those dark hours, she maintained, reinstitution of the death penalty was never considered as a serious option.

But on the same panel, newly-minted Human Rights ASG David Marshall highlighted the disappointing (though not entirely surprising) reality that setbacks on moving towards full abolition of the death penalty (or even a full moratorium) are now mostly attributable to the politics of terrorism response.  In too many places, it seems, we are giving way to political expediency and the self-defeating call to vengeance. In too many places, we have convinced ourselves by our own bellicose rhetoric that our “will to punishment” is just.  In too many places, we have forgotten that, across the psychological and policy spectrum, violence does indeed beget violence.  Too often, we willfully misplace our responsibilities under international law to uphold the basic rights of even the most egregious criminals.

The world that we currently slog through – a world that yearns for more capable, more equitable leadership — is complex in its threats, root causes and potential for meaningful change.  We’ll navigate through these tumultuous years, I’m sure, but we’ll need to tap an array of resources within ourselves far beyond the carefully scripted narratives of cartoon heroines if we are to make it safely to the other shore.

Crying Wolf:  The UN Hedges its Bets on Crisis Response, Dr. Robert Zuber

As most readers of these posts know, we’ve been around the UN for quite some time.  And we find that most of the people who work here, in and out of the diplomatic missions, really do care about making the world a better place.  But there is also a pervasive cynicism afoot in our time, including the belief that crises are sometimes manufactured by elites in order to consolidate their authority.  The view in such instances is that elites put out images of threats to people who are largely powerless to respond themselves and thus must rely on “leadership” they barely trust to determine the policy path forward.

We can tell you from many long hours in diverse UN conference rooms that the wolves are running loose all around the building — on weapons and climate, on oceans and pandemics, on inequalities in economics and politics.  But given what we often experience regarding UN political culture, there are indeed legitimate questions about whether the UN is equipped to handle this collection of sometimes existential threats, to lead with integrity and by example, bringing together the resources and cooperative spirit needed to get the human race over its current, stubborn humps: a tangible sense of urgency on the one hand; a sincere willingness to rethink unreliable strategies and alliances on the other.

From the standpoint of integrity in policy decision making, these past few days at the UN were a mixed blessing at best:

The highlight of the week clearly was the selection of the next UN Secretary-General .  Mr. Guterres is a smart and good man, and we wish him well.   He is also arguably the person we would have gotten regardless of how transparent (or not) the SG selection process was, especially given all of the men who are currently seated around the Security Council oval and whose recommendation for SG was unlikely to be overturned.   Given the large number of singularly qualified women vying for that post, given the volume of gendered discourse permeating virtually all UN conference rooms, and given the broad perception that the UN is in serious need of an administrative “shake down,” the time seemed right to turn the page on what has been a male-dominated leadership post.   Except it wasn’t.

Downstairs from the Council chamber in the First Committee of the General Assembly, discussions focused largely on what to do about the threat posed by nuclear weapons.   Increasingly, as many of you recognize, the international community is gathering behind proposals for a negotiated treaty to “ban” these weapons.   The principle hold-outs, of course, are the current nuclear-armed states, the same states (rightly) grinding their teeth over nuclear weapons in the hands of the DPRK and – potentially — terror groups while (wrongly) spending many billions of dollars modernizing their own arsenals and even exploring their extra-terrestrial deployment.  The “anti-ban” statements made Friday by the US and UK – punctuated by a “fist bump” at the end – signified to onlookers that the nuclear armed states don’t take the threat from these weapons as seriously as much of their rhetoric might otherwise suggest.

While the Security Council was busy negotiating the selection of Mr. Guterres, it was also immersed in a series of security –related discussions “lowlighted” by the October 8 emergency session on Syria during which not one but two different resolutions on the Aleppo violence failed to pass.    In addition, the Council attempted this week to clarify its intent regarding peacekeepers in Central African Republic while receiving an underwhelming briefing on ISIL, including its potential expansion within Yemen.  Despite the horrors inflicted by the repeated bombings of hospitals and other civilian targets, the excruciating and widening famine, and the escalating violence now involving a US warship off its coast, the ISIL briefing was barely the only mention of Yemen this week in chambers.

As with other global crises, the Council seems at times unable to back up urgent rhetoric with practical remedial strategies.  In addition, the Council often seems unwilling to “share the ball,” assuming that if there is going to be a “winning shot,” they are going to be the ones to take it.

One partial exception to these unsettling circumstances was in response to the damage to Haiti caused by Hurricane Matthew.   Here Security Council members were joined by other member states such as Brazil pledging immediate support for victims and urging a delay in plans to draw down the UN’s peacekeeping mission (MINUSTAH) there. During the mostly helpful discussion, there was also some acknowledgment of the UN’s role in initially bringing cholera to the country, the post-Matthew recurrence of which adds another (and needless) dimension to Haiti’s already-massive relief challenges.

And then there is Iraq, where the pathways to freedom from ISIL are simply horrific to behold:  the political and geographic divisions that begat a dictator that begat a US invasion that begat a partial power vacuum that begat a terrorist movement that begat a caliphate that have now necessitated some of the most heartbreaking “liberations” we will have seen in our lifetime.

As the Iraqi army prepares to move on liberating Mosul, there are already concerns of a massive humanitarian disaster awaiting us beyond the pale of what we have already seen in Falluja.  At the UN, Iraq’s Ambassador has been visible, acknowledging the profound physical wounds, social dislocations and emotional trauma that are likely to accompany this “liberation” from ISIL’s clutches.   He has also been active in seeking support from the UN and other member states.   In this, the response of the UN Mine Action Service has been particularly noteworthy especially its work to help eliminate short and long-term threats from landmines and the ubiquitous, easy-to-make, improvised explosive devices.

People in Iraq, as elsewhere in the world, have endured multiple sufferings as one faulty policy decision is ostensibly “corrected” by another – decisions seemingly based on political expediency more than on a sense of urgent, attentive compassion – addressing the current crisis but not quite in a manner that anticipates and plans for contingencies, that involves all meaningful stakeholders, that takes account of any past policy deficiencies, and that places potential victims at the very center of our policy planning.

It is possible, indeed essential, for us to have more of this type of policy planning which can build public confidence in the integrity of our leaders and which can help ensure that the cycles of policy errors and consequences that establish the context for so many of our current threats and crises are effectively curtailed.   If Mr. Guterres can inspire more of this planning to effectively (and enduringly) address the wolves currently howling at so many of our doors, his time in office will be time well spent.

Those of you who follow the UN (either through us or other sources) know that this hasn’t been the very best of weeks.   We appear to have a new Secretary-General, but it remains to be seen if he can rise above the disappointment of both Eastern Europeans anticipating the selection of one of “their own” and countless others who believed that this was finally the time for the UN to choose from among a bevy of highly qualified female candidates.

In the UN General Assembly Committees meeting this month, teeth were clenched over matters such as the status of Western Sahara and other non-self-governing territories (4th), the human rights responsibilities of counter-terror operations (6th) and the relative merits of a negotiating process in 2017 that might at some point lead to a “Ban Treaty” on nuclear weapons.

We also received disappointing news this week that a suit brought on behalf of the Marshall Islands in the International Court of Justice by a legal team which included our office mate, John Burroughs, was turned away by votes of 8-8 (for the UK) and 9-7 (for both Pakistan and India).  The suit represented an attempt to create legal pressure on nuclear weapons states to fulfill their international nuclear disarmament obligations “in good faith. “  Such pressure, wistfully, must await a different diplomatic opening.

There was some positive news on the climate front as European Union member states held a hopeful event to highlight their ratification of the Paris climate agreement, thus pushing it over the line towards Entry into Force.   But even here, even as the Paris agreement set a record for rapid ratification, optimism and reality managed to distort one other. As president of the General Assembly Thompson (Fiji) noted, this event occurred as Haiti lay in ruins from hurricane Matthew and polar melting affecting coastal and small states accelerates:  a glass struggling to retain its half-portion of fluid.

And then there is Syria, the topic of a rare Saturday session of the Security Council, a session that Russia itself – the current Council president and sponsor of one of two resolutions offered up for vote – referred to as a “spectacle” that would accomplish little and simply waste valuable time.   Russia itself vetoed the alternate proposal on the table – offered chiefly by France and Spain – setting off a bitter exchange that strained Council protocol and featured a “walk out” by 3 permanent members when the Syrian Ambassador began his own Council remarks.  Egypt captured the mood of many left in the room, wondering aloud if anyone in Syria any longer cares what the Council does or doesn’t do.

For those of us who make a point to be present as these and related deliberations take shape, there are several priorities for us – attentiveness to the topic at hand and to subtle shifts in government positions; linking conversations across various meeting rooms to get (and communicate) the full measure of the UN’s engagements on its most important issues; and – perhaps most important –showing interest in how our “bubble” deliberations are perceived by communities far beyond the UN.

This final consideration is critical for us as it seems to be for a growing number of delegations and civil society.   If the reputation of the UN is defined largely by perceptions of policy incompetence, ill will and/or internal branding that raises expectations beyond the capacity and will of the UN system, then there is ultimately little point to our work here.  If the UN Security Council –to cite one example — is turning into a “dialogue of the deaf” then we should be directing our own and others’ energies to places of greater resonance and effectiveness.

We still believe in the UN’s promise though we remain concerned that promises made here are quite more numerous than promises kept.  We also continue to see value in our mandate made more possible by the increasing transparency of the UN system – a mandate related to dissemination and analysis defined in part by what we feel are the best and worst, the most and least hopeful, aspects of UN activity.

In that light, there was a small event hosted this week by Ireland that highlighted some of our concerns regarding the dissemination aspects of our work.   At this side event, devoted to the question, “Do we live in an age of misinformation,” media representatives from inside and outside the UN discussed the ways in which the current media climate impacts public perceptions of migrants and refugees now on the move in record-shattering numbers.  Ireland’s Ambassador Donoghue shared his concern about media accounts that raise the bar on prejudice rather than on understanding.   A social media expert from CNN offered opaque linkages between the media we come to “trust” and the media which merely validates opinions and values that we already hold, in too many instances to the denigration and/or stereotyping of others.

It is important for us as an office to remember three things here:  First while increased transparency at the UN is welcome, it is no substitute for accountability.   While we are grateful to sit in the meetings that we do, we are well aware that, for the most part, we are staring through an ever-larger picture window at a meal that we ourselves are not allowed to eat.   Much like our professional journalist colleagues, we must struggle to find the gaps – often evident only after many visits to many different conference rooms – that allow us to make meaningful contributions to state and UN accountability.  We need to do more than cite UN intent; we and other must help ensure that intent is actionable.

The second is that those in positions of authority who perceive a problem “on their watch” have some remedial responsibility relative to it.  If it is the case that social media — and specifically the way in which it is used by corporate media – contributes to ever-more, like-minded “ghettos” where people only hear what they want to hear, then it is the responsibility of media companies to help figure out how to address this shortcoming.  To raise a legitimate concern in a UN conference room and then throw metaphorical hands in the air as though we are powerless to address that concern seems a bit disingenuous. After all, the point of knowing is only partially about validation or control; it must also be about possibility and change.

The third lesson has to do with assumptions of bias on the part of media professionals but also garden-variety bloggers such as ourselves.  There is certainly ample bias to examine; however as many media professionals recognize (even if they refuse to acknowledge it publicly), bias is only partially about the things we say about the things we choose to cover.  It is also about what we choose to cover in the first place and the “contexts” we establish for the claims we subsequently make. And these latter “choices” now trend too often towards the sensational, the scandalous.  We are well along to becoming “ambulance chasers” of breaking “news,” which itself represents a bias of monumental proportions.

The UN community can surely do much to counter misinformation on complex global challenges such as global migration, including its own role in moving this community of nations forward in ways that would be virtually impossible if the UN itself did not exist.  But people deserve more, need more than “half stories” and official spin.  They deserve instead a fair and full accounting of UN practices, practices beyond the celebratory, beyond the sensational, even beyond the gravely disappointing; practices that hold the promise of a more stable, peaceful world, but mostly for now (as we have seen this week at the UN) only incompletely.

During the Irish media event, a speaker from Syria spoke of the need to “humanize” migrants, to see and communicate migration in its full complexity beyond stereotypes and “challenges” posed to host communities.   This embrace of complexity is sound advice for every stakeholder in UN coverage and for our communication with diverse constituencies. Following that advice will require more –from those who produce UN-related content and from those who consume it.

One of the things I marveled at during my months (long ago) as a hospital chaplain in Harford, CT was the ability of emergency room medical staff to perform “triage” on incoming patients.

The principle is simple in the abstract if not in practice:   In a system under constant stress, professionals must be able to distinguish quickly between patients requiring urgent attention and those who can wait a bit – albeit often uncomfortably – for their turn at treatment in the hope that full health can be restored.

This “triage” is hardly confined to hospitals; parents make these judgment calls all the time, sequencing the lives of children so that they get more of what they need when they need it, especially during times of urgency.   And of course many of these judgments point down a life-long road – sealing the relationship linking healthy diets, prompt health care, home reading and other nurturing activities, and the promotion of future self-directed adults able to contribute much to families and communities.

The UN has its own versions of “triage” though the public face of this is largely confined to Security Council meetings where “matters of importance” take place, including assessments and responses to threats that literally leap on to the front pages of our media.  There are, indeed, matters of gravity punctuating the Council agenda – Syria and Yemen are only the most notable – and the Council is learning again about both the potential and limitations of its policy solidarity.  Thankfully, Council members are also spending more time in the field – as we write this, they are in South Sudan – in part in an attempt to better grasp some of the practical consequences of their sometimes inadequate decision making to maintain (or restore) peace and security.

What the Council has most in common with emergency rooms and families is the expectation of relevant potency.   While hardly omnipotent, the decisions of ER doctors and parents are clearly binding within their “areas of jurisdiction.” For its part, the Council is one of the few modalities within the UN that has a mandate to “make states do things” that they might not do otherwise.  While the effectiveness of Council responses has been and should continue to be challenged, the assumption reflected within the Council’s mandate is that if states do not abide by its resolutions, more or less coercive measures may well follow – sanctions, travel bans, peacekeepers or even overtly military operations.

For many people, this coercion is a critical dimension of “importance.”   If we can’t make governments and other entities abide by rules of law and conduct, if we can’t force states to keep their treaty or resolution promises, then “triage” is little more than the creation of a priority list for institutional impotence.   What good, for instance, is it to create (as the UN is seeking to do this week) massive ocean refuges beyond national jurisdiction in an attempt to heal the seas if there is no trusted mechanism of enforcement – if there is no “ocean police” to ensure that fish stocks are not depleted, biodiversity is preserved, plastics and toxins are not carelessly dumped into increasingly compromised waters?

But it is not at all clear to what degree the UN’s use of coercive tools have actually modified the behavior of recalcitrant state and non-state entities.   Moreover, it seems to us, as it now seems to many UN member states, that there are many “soft power” options that have been – and remain – largely underutilized in this institutional space – tools such as mediation and good offices, to be sure, but also what we might call the “power of importance,” the resolve that comes from knowing you are placing priority on the most urgent matters with the most far-reaching consequences.

We don’t get many compliments in this office (few of us at the UN do) but the kindest remark ever paid to us was by a diplomat who noted, “You folks always show up for the most important discussions.”   For us this year, “showing up” has largely meant following the exhausting itinerary of the president of the 70thGeneral Assembly (PGA), Denmark’s Mogens Lykketoft.  This PGA has run a marathon during his year of service, refocusing and empowering the General Assembly while offering (even insisting upon) tangible support to other key UN functions, including the Financing for Development mandate of the Economic and Social Council  and the peace and security mandate of the Security Council.   He has lent the support of his office (and his personal presence) to a host of issues on the UN agenda that must stay firmly on our collective radar – pandemic threats, the rights and well-being of migrants and refugees, our urgent climate challenges, the political participation and employment of the world’s largest-ever generation of youth, the elevation of peacebuilding skills and architecture, the healing of our oceans, the transparency of the current Secretary-General search and its full inclusion of women candidates, the end to discrimination against disabled persons, indigenous women and far too many others.

We have few if any quibbles with the PGAs triage.   With or without the power of formal coercion, he has focused the attention of the GA on the issues about which we will learn to cooperate more fully or perish more rapidly.

And he saved some of his time and energy to focus on his own office – its needs in relation to the extraordinary expectations now placed upon it. Part of this has involved exposing the hypocrisy of a system that demands more and more of its key leadership without the funding commensurate with those responsibilities.  Lykketoft recognizes the advantages of coming from a wealthy country anxious to subsidize his success.   Other PGAs have not been so lucky.  Others have had to cut corners and make deals, often in ways that sow suspicions.   Plugging the institutional gaps in the system closest to the PGA is both a gift to his able successor (Fiji’s Amb Thompson) and to our collective ability to sustain interest in the most important policy priorities which the PGA and his VPs have energetically highlighted.

This past week the PGA hosted a “culture of peace” event in Trusteeship Council.  It’s a bit of a “mushy” topic, to be sure, but the event did underscore the diverse responsibilities of peacemaking beyond the control of weapons and coercive responses to wrongdoers.  It also gave UN officials and others the opportunity to share some of what drives their commitment to this place and keeps them energized to fulfill its multi-lateral potential.  From Nicaragua’s insistence on poverty reduction priorities and Italy’s call for youth inclusion to Malaysia’s urging of political moderation efforts and Indonesia’s call to find pathways out of “fragility,” many states welcomed this space for the kind of deeper reflection that keeps our policy deliberations on track, the kind of reflection on which good policy triage depends.

Also during this event, Tunisia’s Nobel Laureate Wided Bouchamaoui noted that, despite the slow pace of change, we must keep our focus on the reform that “alters destinies,” a reform that requires humility, the renunciation of despair and a commitment to concrete outcomes. Albania directly referenced Mother Teresa, warning that “we have forgotten that we belong to each other.”  On a similar note, SG special adviser David Nbarro, a key architect of the UN’s Ebola response and now focused on the Sustainable Development Goals, reflected that “human beings can respect themselves better as they learn to respect others better.”

These contributions are not a substitute for good policy, but they reference attributes of the human experience essential to good “triage,” keeping our eyes and energies fixed on matters of urgency in these gravely challenging times. Food for Thought:  Diversifying the UN’s Peace and Security Shareholders, Dr. Robert Zuber

Japan as Security Council president for July held an open debate this past week on Council working methods, perhaps my favorite of all the Council meetings.

During the hours of discussion, Council members and other states aired their suggestions for reform, but also their frustrations with the pace of change, the political dynamics affecting the maintenance of international peace and security, the stubbornly uneven power dynamics within the Council, even the degree to which the Council remains reluctant to engage meaningfully on its core mandate with other relevant parts of the UN system.

We have our own suggestions for how the Council should recalibrate itself and have written about these previously.  One more recent suggestion involves restraint regarding what we see as the overuse of “condemnation” as a response to violent incidents or offenses against the international order.  Too much condemning with too little follow up is as likely to breed contempt as compliance, as most any teacher or parent can tell you.  Our preference, to the extent feasible, is for the Peacebuilding Commission’s evolving protocols on conflict and abuse – early and vigorous diplomatic response, steady and disciplined stakeholder engagement, and broad-based capacity support wherever needed.

But one working methods issue that strikes us as particularly noteworthy was raised on Tuesday by several states, including the United Kingdom, Switzerland and the Russian Federation. All made clear that, in this imperfect world, the Council’s agenda is now utterly overburdened with too many crises and competing agendas; too many lengthy ‘canned’ statements and overly complex press notes; too many negotiations producing resolutions of limited impact; too many ‘routine’ engagements leaving insufficient time for the Council to assess urgent conditions on the ground.

Through its thematic obligations, the Council has been (rightly) seized of the peace and security implications of women’s and children’s participation, climate change and drought, poverty and hunger, trafficking in drugs and arms, and much more.  However, states have reason to fear (and have expressed as much during Council debates) that Council involvement in these thematic areas often blurs the line between leveraging response capacity and exercising response control.  In that light, Russia and others have consistently called for the Council to concentrate on state-specific threats and leave thematic matters to the General Assembly, ECOSOC, and UN specialized agencies.

While we agree that the Council is overly burdened, should better respect the aptitude of other parts of the UN, and cease “stepping on the toes” of relevant stakeholders, it is also true that other UN agencies are not always willing to make the reverse linkage in the form of recognizing and articulating the full security implications of their own work.  If the Council is to be convinced to recognize security interests and expertise elsewhere in the UN, it would be helpful to see more evidence by other UN agencies of that recognition in return.

To some degree, this “recognition deficit” was on display in an otherwise fine side event this week hosted by the World Food Program (WFP).  The event  “El Niño-induced Drought in Southern Africa” was a lightly attended follow up to a larger event the day before on “Responding to the Impacts of El Niño and Mitigating Recurring Climate Risks,” featuring HE Mary Robinson, now the UN Special Envoy on El Niño and Climate.  Robinson as many of you know is quite a “legend” around UN Headquarters and she deftly cited the many places in the world –including southern Africa – where drought and flooding in some nefarious, climate-driven combination is creating havoc with communities and livelihoods.

The “southern Africa” event the following day covered a range of issues pertinent to what was described as a “level three emergency” after 2 years of what is now universally recognized as devastating drought in the region.  Conflict implications per se were not a major dimension of the conversation, and speakers seemed relatively uncomfortable examining the larger implicated “complexities” of the southern African crisis, though SADC’s Mhlongo did underscore the links between drought-related economic impacts and levels of gender violence and HIV infection.

Our office attended this event in (for us) large numbers, in part because of our solidarity with affected people in that region, in part because of our respect for the work of WFP, but also in part because of our belief that climate-related drought and hunger are (and will continue to be) major drivers of human conflict worldwide.

People eating their own seeds rather than planting them, people leaving emaciated cows to die in the fields rather than milking them, people staring helplessly into the traumatized faces of their nutrition and health compromised children rather than taking them to school, these are prime candidates for displacement and all of its attendant vulnerabilities, including conflict-related vulnerabilities.

And while it is reasonable for the WFP and others to focus on the areas closest to their mandate and ignore the larger concerns lurking both “on the ground” and elsewhere in the UN system, we explicitly urged them not to take this path.  Indeed, we softly reminded them of some of the relevant realities of the UN system – a system struggling to extract funds pledged to already existing crises, a system struggling as well to grasp and address the many potential ‘sparks’ of conflict — often blithely referred to as “root causes” – sparks to which all of us in this system need to be more fully attentive.

And a system that seems to be perpetually in competition within itself to keep focus and attention on matters of greatest urgency.  If Special Representative Kubiš is anywhere near correct in what he reported this past week to the Security Council, the upcoming military liberation from ISIL control of Mosul in Iraq will set off a humanitarian catastrophe of massive proportions, rapidly drying up available assistance and commanding (at least in the short term) most of the media headlines.

We mentioned the Kubiš prediction at the WFP/southern African event, and it was clearly not comfortable for the presenters to grasp how other global events could steal away attention from the regional, climate-induced crisis on their own agenda. It must be discouraging indeed to have to consider prospects of pledges of support un-made or un-honored, of compounding La Niña storms quickly turning parched fields into seas of mud that will only magnify misery and fuel conflict, and especially of other UN and state officials looking the other way towards more ‘compelling’ violence-inspired crises elsewhere.

Special Envoy Robinson has surely experienced such discouragement from many angles in her long and impact-filled career and she urged her audiences this week to constantly keep our numerous and complex threats in mind, especially as they impact future generations.  The “full-spectrum” response rightly sought by WFP for southern Africa requires commensurate, full spectrum mindfulness – not only of the effects of drought and hunger, but of their peace and security implications and of the sometimes competing capacities and interests of the UN system.   If we want a more focused, less political, more system-sensitive and less burdened Security Council – and we do – all parts of the UN must contribute more to a comprehensive assessment of peace and security risks and responsibilities, especially in times of crisis.  While we might want (or need) to believe otherwise, there simply is no part of our common work – on climate and poverty, on discrimination and justice — that does not also possess relevant peace and security dimensions.

Editor’s Note:  Alison came to Global Action through her friendship with a former Fellow and from the Columbia Journalism School.   She has been a remarkable addition, quickly picking up the nuances of UN security, development and human rights policy and gently reminding all of us how to “communicate the UN” with sensitivity and fairness. Here she reflects on the rapid evolution of her Twitter “brand” at UN headquarters (@alisonvicrobeck) and notes some of the strengths and potential pitfalls of Twitter engagement.  

Six months ago, I was a complete UN outsider. From where I stood, the UN was an impenetrable fortress, protecting the world’s most important diplomats who were tackling the biggest issues facing the globe. I thought, if you were lucky enough to visit the building, you were still just scratching the surface. You could see ambassadors, presidents and other world leaders running into secret meetings behind closed doors, but you would never ever be privy to any of what they were discussing. Especially not in the most intimidating room of all: the Security Council.

On my first day as a fellow for Global Action, that’s exactly where I went. I sat in on a meeting about the situation in Libya. I felt as though I had gotten the golden ticket to the world’s most exclusive club. And I still feel that way. But I also found out that you don’t have to physically be in the room to know what’s happening. You don’t even need a UN badge. All you need is an internet connection and a Twitter account. In fact, you may find out more by lurking on Twitter than by sitting in the conference room.

Twitter — for those of you less familiar with it —  is a social media platform that specializes in what they call “micro-blogging”. Every day, Twitter’s 300 million active users send out “tweets” or short messages that can be read by anyone. It was long believed to be targeted at youth, but it has become a new and important tool in diplomacy. Almost every major UN body or delegation has at least one twitter account – with the Security Council being a notable exception. Every event has a hashtag that diplomats, press secretaries and reporters use to tell the world what is being said at the UN and what they think of it. People call it “Twitter diplomacy,” “digital diplomacy,” “twiplomacy” or “eDiplomacy”.

What I’ve observed is that at any given UN event there are three types of conversations happening at once: the one on-the-record, the one off-the-record, and the one on Twitter. They’re all complementary, but sometimes, the one online is the most interesting one. On many occasions while live-tweeting, I’ve had people from a panel or meeting retweet me in the middle of the event. In other words, while they were supposed to be taking part in this “official conversation” they were also following the one happening online.

Recently there has been a push for more transparency at the UN. I’ve heard many diplomats – and people from civil society – say they want to get the media and the public more engaged in UN affairs. Without a doubt, Twitter seems to be the way diplomats are choosing to do that, as demonstrated by the very public election of the next Secretary General (#NextSG) or the next non-permanent Security Council members (#UNSCElections).  Some candidates even created Twitter accounts exclusively for these elections.

Twitter has become the space where everyday people can play a role in diplomacy. During the Q&A session for candidates in the upcoming elections – both for Secretary General and Security Council – some questions came directly from Twitter. And people also become more influential when delegations retweet them as has happened to me on several occasions. When a delegation or an ambassador retweets me, my interpretation of what they said appears on their official Twitter page. This is huge because their followers are accepting (or at least considering) the value of my summary interpretation of the “official statement” from that delegation or diplomat.

What diplomats share on Twitter can be as politically impacting as what they say during speeches or public appearances. Diplomats use Twitter to interact with each other and their followers. Sometimes who and what diplomats chose to retweet or tweet says more about their relationship with other delegations than anything they might say in a Security Council or ECOSOC meeting, because Twitter is the perfect medium to help straddle the line between official statements and comments shared in secret behind-closed-doors.

Twitter compels diplomats (and those like me who follow their activities) to reduce their ideas and policies to 140 characters. They are then bite-sized and accessible to the public in real time. Often a play-by-play of major meetings can be found online even before the media is briefed. And because a lot of social media is about being shareable and interesting, tweets are entertaining or sometimes even humorous, making diplomacy something even the average person can learn to appreciate.

But tweeting makes diplomats vulnerable to something average people do all the time: making mistakes. For this reason, some states have decided not to have official accounts. The repercussions of an angry or awkward tweet can have serious real-life implications. We live in a time when virtually everything can be screenshot and made to go viral, even if the “offending” tweet is deleted at a later time.

Twitter, by its very nature, encourages rapid or even instant outreach. This means that every individual tweet that is sent out doesn’t get approved by the MFA or by the state’s government, even though Twitter followers will view the tweets as representing, at least in summary form, “official” statements. This raises the prospect of diplomatic representatives (or their interns) tweeting – deliberately or inadvertently – opinions that divert from their state’s official positions. In diplomacy, every word counts. So, an “impolitic” tweet has the potential to compromise deals that are happening behind closed doors and possibly even “sour” existing relationships.

Regardless of whether or not states choose to start tweeting, Twitter and social media in general will undoubtedly continue to play a major role in public diplomacy. Such media makes the UN a much less intimidating place to the general public, and certainly to people like me. I now know that even when I am not physically present at UN headquarters, I can go on Twitter and feel like I’m in the room with the diplomats and other observers.

 

Those Hazy, Crazy Days of UN Summer:  Coaching our Common Future, Dr. Robert Zuber

This is perhaps my favorite time of year at the UN.  The days are long which make it possible to work hard and still find time for summer recreation. The pace of policy is furious, from the protection of civilians in conflict and the rights of persons with disabilities to eliminating illicit arms flows and securing adequate housing for the world’s homeless.  Moreover, during this season ours and other offices are filled with the eager and sometimes bewildered faces of younger people seeking a place at an overflowing (if sometimes undercooked) UN banquet.

Some of these young people have come to us before, but come they do year round with great talents, high hopes, and strong and direct links to cultures and communities far from New York – Cameroon and El Salvador, Afghanistan and France, Korea and Nigeria. They make their way here through word of mouth, to renew previous positive experiences, or through affiliations such as the Bard Globalization and International Affairs program.

They also represent diverse professional backgrounds, from journalism to engineering.   Some come to refresh their passion, others to find it.   But all understand the perils of the times and all seek to find ways to be more than spectators to the grand and sometimes horrific events that will shape their lives beyond personal technology, wedding vows and alma maters.

They are remarkable, each in their own way, and each in ways at least somewhat different than they have been defined by families and schools.   They share what they know with each other. They embrace values of attentiveness and hospitality. They are kind to security guards and café staff.  They accept the profound and almost unimaginable intellectual challenge of wrapping their heads around a system as complex and bewildering as the UN tends to be.

They are collectively more than we have the capacity to handle, and less than we have the responsibility to nurture and befriend.   We can’t do enough for them, but we try to do enough with them.

To be with this diverse group of people is to stare an uncertain future squarely in the eye.   How, they ask, can we care for ourselves and the world?   How do we fulfill the expectations of families and teachers and at the same time respond to urgent needs and circumstances that they have come to know in so many UN conference rooms?

The UN as many of you know does much with youth, a term which it loosely defines and which tends to prioritize packing large and enthusiastic rooms rather than inspiring deep personal connection.  Though we admire settings where large numbers of youth gather to communicate a common conviction, Global Action doesn’t have what it takes to pack a room.  But we can and will do more to keep personal connections alive, to help establish both the passion and the capacity to sustain the long journey towards a sustainable peace and planetary healing.

I often say to our colleagues that “it’s your turn now.”   I’ve had my turn.  My generation has had its turn.  We’re still in the game, but hopefully more as coaches than as competitors.   Whether we like it or not, our time on the pitch is running out.  Essentially, we’re now on “stoppage time.” It’s a younger persons’ game, summer or not.

And so this week a group of talented and eager people will fan out across the system – to treaty bodies and Security Council briefings, to elections in the General Assembly and discussions on sustainable development priorities in the Economic and Social Council; even to negotiations on transitioning non-self-governing territories (yes, they still exist).

And they will move through the building with kind and attentive looks on their faces, deeply concerned about the contents of their future — the impacts of migration, deadly droughts, and mass shootings — but also grateful for the opportunity to, in whatever way they are able, push the world in a more hopeful direction.

Last Friday, one of our younger colleagues from Georgia Tech University penned a blogpost in which she (as a soon-to-be engineer) shared her UN experiences and made a case for why people from careers far beyond the domain of international affairs should spend time in UN conference rooms.   Cathy (Xin) confessed to “haziness” and frustration in those “crazy” policy rooms, to be sure, but also lauded the means to stretch minds and extend worldviews, to see a bigger picture together with the many constituent parts that must function in sync if we are to survive this current, treacherous moment.

Of course, we at Global Action wish for far less global heartbreak, and we will do whatever we can while we’re here to clarify and then ease any complex policy transitions.   But in this challenging race, the current leadership has run about as far and fast as we can.  At least from our perspective, it’s probably time to pass the baton and then spend whatever energy we have left coaching the runners from the infield.

The Company We Keep: Discerning the Human Faces and Impacts behind the UN Policy Curtain, Dr. Robert Zuber

As I write, this is World Environment Day as well as the beginning (Monday) of the holy season of Ramadan.  The latter is an opportunity for Muslims (especially) to separate for a time from the demands and distractions of the world, to “recover themselves” and their spiritual moorings.  The former is an opportunity for us to reflect and act on the many ways in which we continue, in part via those same demands and distractions, to undermine the capacity of the planet to support the life on which we directly depend.

This was a short work week in New York, but the UN for its part managed to offer up a menu of significant discussions that offered opportunities to bridge gaps between the policies we craft in this place and our levels of concern for the people responsible to implement such policies or who find themselves (for better or worse) on their receiving end.

This past Friday, the Security Council under France’s leadership took up the matter of conflict-related sexual abuse and human trafficking.   In that “open” meeting featuring the Secretary General and his SRSG Zainab Hawa Bangura, more than a few states were able to get beyond the data and threats to reflect on some of the ways that they can add value and draw closer (and genuine) connections to the needs of those affected by conflicts that, as Nigeria noted, we should do more to prevent in the first place.  In this context, it is important to note efforts by the UK, Angola and other states to highlight the responsibility to address local stigmas that tend to heap ridicule and shame, thereby magnifying the abuses that women and girls already endure within conflict settings.   Other states pointed to the deep traumas that conflict related abuse creates, with the Netherlands smartly urging states to consider ways to more effectively “accompany women and girls in their recovery from abuse.”

For its part the General Assembly held a useful all day consultation on conditions for and ways to prevent the “radicalizing” of children and youth, an issue that President of the General Assembly Lykketoft  wished “we did not have to discuss.”  DSG Eliasson commented on this “sad subject,” reminding the audience of mostly diplomats that “youth are subjects, not objects.” Therefore, he urged us to work with youth to resolve threats of extremist recruitment and not plan around them.

At the same time, as USG for Children and Armed Conflict Zerrougui noted during this session, we must do more to “drain the swamps” we have created, swamps full of enticements for youth, but swamps also characterized by “toxicity” emanating both from a loss of hope in a better future, and  from international responses that are too much about the military and too little about restoring family and community connections.  Young people will be responsible for this world soon enough and several delegations noted that we must do what we can now to ensure that their transitions to leadership and responsibility are secure, hopeful and inclusive.

But for us, perhaps the most interesting and personal engagement came during a meeting with NGOs and the Heads of the 10 UN Human Rights Treaty Bodies, committees of independent experts that monitor implementation of the international human rights treaties that define this pillar of the UN system and its core responsibilities to global constituents.  This monitoring is an essential confidence-building measure in a UN system that – excluding the Security Council in its best moments – has few ways to enforce state compliance with previously agreed principles of state conduct.

We were invited to this meeting because of our long and fruitful relationship with Paris-based FIACAT in its work to promote the abolition of torture and capital punishment around the world.   The meeting was chaired by Argentina’s Fabian Salvioli with whom we have had good but sadly infrequent contact over the past few years.

There were some probing questions posed to the Treaty Body heads by the relatively few NGOs in attendance, given the reality that the UN’s human rights system is not yet functioning in the way that encourages full-confidence by global citizens.  At this meeting, Salvioli acted mostly as facilitator, but his and other interventions were important – urging more clarity, specificity and follow-up regarding NGO interventions and recommendations and in languages to which Treaty Body members have ready access.   But he also noted, as did others of his colleagues, that their prior discussions with states were too often acrimonious, with accusations of bias in the interpretation and application of Human Rights treaties topping off what sounded like a lengthy listing of state complaints.

For our part, we wished to reinforce the pragmatic concerns of NGO colleagues – especially regarding the growing problem of government reprisals against human rights defenders – but our primary concern at this meeting was with the “quality of life” of those tasked with upholding state rights commitments.  It is clear to us, surely to others, that the task of managing Treaty Bodies is needlessly difficult.   Budgets and staffing are fragile.  Reporting is politically complex and often draining. States are sometimes resistant, even hostile, in part because they don’t really understand what Treaty Bodies do, why they are deemed essential to maintaining the quality of so many human lives (not to mention the credibility of the UN system).  Nor do states understand the largely voluntary sacrifices that these Treaty Body leaders make (partially in honor of the sacrifices of so many advocates in the field) to keep this essential but highly challenging system working and improving.  In many ways, this is a labor of love — and not nearly enough of that love is returned.

In the aforementioned GA discussion on youth and extremism, the Mayor of Rotterdam (NL) noted that the question we should be asking is not “who is to blame” for situations in the world but who is to take responsibility? Being the responsible party is becoming a bit of a lost art, but there are still many places in our societies, including within the UN, where people are able and willing to look beyond immediate policy tasks and statements to take the temperature of the systems of which they are part, the leaders tasked with maintaining and improving those systems, and the many people worldwide whose lives are needlessly undermined when we fail to make honest and thoughtful improvements in the systems they have come to rely on.

Early last week, the Security Council convened to renew the sanctions and peacekeeping (UNMISS) activities in the still-fragile state of South Sudan.  During that discussion, the South Sudan Ambassador made an appeal to all who seek a better life in his country and all who support the current transition in his country to more fervently seek “reconciliation and forgiveness” in response to many years of a violent and “bitter past.”

This appeal implies intensely personal work, sharing stories of pain and longing that are not to be “used” for partisan political purposes; accompanying the victimized, the betrayed and the simply-weary; and providing more tangible support to those who labor on behalf of a more just world.  Thankfully, behind the “policy curtain” is a wealth of human capacity, even empathy, that we are only now starting to tap and that promises to shorten the distance from bitter to reconciled.

Face the Nations:   Security Council Candidates Make a Public Pitch, Dr. Robert Zuber

There was so much of value to write about this week at the UN.  Jordan and Italy convened the last of three experts’ events to examine the phenomenon of degraded and trafficked cultural artifacts by organized crime and terror groups.  The Security Council with leadership from Spain and Ukraine organized a useful session on the security implications of climate change and desertification on Sahel states. Also in the Council, Egypt presided over yet another discouraging briefing on the state of Syria humanitarian assistance by UN “Relief Chief” Stephen O’Brien.  Others welcomed International Criminal Court (ICC) Prosecutor Bensouda who both briefed the Council on her Libya activities and held a smaller, well-regarded consultation on a broader range of topics relevant to international justice for a group of ICC “friends.”

But minor ‘historic’ events trump even the most insightful briefings. One such event took place this week over two half-days when, for the first time, candidates to become non-permanent (N-10) members of the Security Council faced an audience of their peers.  While two of the regional groups that contribute such members produced candidate running unopposed, the Asia Group (Kazakhstan and Thailand) and the European (and other) group (Italy, Sweden and the Netherlands) held separate, non-binding, “public” discussions consisting of statements by Ambassadors (mostly a recitation of their national priorities and UN contributions) followed by questions and answers from the curious audience.

The event was organized by the World Federation of UN Associations (WFUNA) and the questions were generally helpful.  Perhaps the best of these was posed by Poland during both sessions, making the point that the Ambassadors on the podium are not at all guaranteed to be the ones sitting around the oval after a successful candidacy, thus begging the question about the degree to which the respectful salesmanship in evidence actually reflects relevant state priorities.   Other questions raised during both sessions related to matters ranging from a Council “code of conduct” to priority issues (such as climate health and gender balance) that the elected N-10 would wish to highlight on the Council’s agenda.  NGOs, mostly New York-based were also invited to participate though, as we explained directly to organizers, this was often a matter of the usual questions posed by the usual suspects.

As readers of this blog are likely aware, the UN community has several Security Council “reform” movements afoot.  In a variety of contexts, the general membership remains concerned about the power imbalances within the Council, its limited regard for other relevant UN organs and agencies, and its willingness to entertain interventions from other states without evidence of how any of those disclosures actually impact Council working methods or policy outcomes.  It seems at times, as we have written before, that the Council has established a large and lovely picture window allowing all to peer into a dinner party to which they are too-rarely invited.  This distance makes non-Council members understandably nervous as some articulate forcefully and routinely during Council “open debates.”

As these discussions ended, and as an organization which has witnessed hundreds of Council meetings, we collectively wondered if the sessions (which we were mostly grateful for) actually got to the heart of the matter.  We know the work of these five delegations well.  They are all worthy of Council membership; they are all making important contributions to core UN objectives; they are all taking leadership on structures, issues and delegate groupings that have become indispensible to the UN’s core mission, including on promoting women’s participation in peace negotiations (such as the Netherlands has for Syria) and for Secretary-General candidature. (More women’s voices on the Council would help also.) Moreover, each is doing significant work to enhance key UN objectives beyond the UN itself, including Italy’s stirring rescues of desperate immigrants and their capsized vessels in the Mediterranean Sea. Thus there is some reason to believe that at least a significant measure of what the five Ambassadors pledged at these sessions will ultimately be honored by their capitals.

Of course, Council membership remains quite demanding, especially on small and mid-sized missions.  The responsibilities related to subsidiary committees, for producing statements at many “open” meetings, for weighing in on consultations and participating in private briefings – these and other duties can be quite taxing on delegations from N-10 missions.  In addition, N-10 members receive requests to confer with non-member states that tend to see these diplomats (often so) as collectively having the interests of the general UN membership more “at heart.” Sweden was one of the candidates pledging to speak on diverse Council matters “with states, not at them,” but meaningful conversation takes energy, not a luxury that many small and mid-sized delegations can claim.

Given these burdens and given what these states have “taken on” to prove their mettle – from convening the G-77 (Thailand) or Peacebuilding Commission (Sweden) to the aforementioned work on the preservation of cultural heritage and the promotion of international justice – it would have been relevant to ask how mid-size missions plan to fulfill Council responsibilities on top of their many existing commitments?  As these states are selected, what will be the likely impact on their 2030 development work within ECOSOC?  What will happen to General Assembly and related duties for which these states are already known and about which expectations have already been generated?  What policy commitments are most in danger of falling by the wayside so that sometimes-relentless Council demands can effectively be fulfilled?

Moreover, it would have been interesting to ask these diplomats about their impressions of life as an N-10 member, drawing lessons from states now sitting around the oval, and from those that have previously served (including their own previous tenures).  There have been recent grumblings, including from current members Malaysia and Venezuela as well as New Zealand and Uruguay, that the Council is insufficiently democratic space, that permanent (P-5) members manipulate both the language and timing of resolutions in ways that exclude full member participation, and that Council mandates to “maintain peace and security” are often held hostage by the largest states, a reasonable accusation given that none can hold the P-5 accountable in the manner that these states seek to hold others.

Given these factors, it would have been valuable to ask candidates for specific impressions and concerns about the ‘office” for which they seek election.  In a similar light, it would also have been helpful to explore ways in which they believe that the N-10 can, individually and in unison, promote a more equitable Council structure both for themselves and for the states that will succeed them.  If there is any hope for meaningful and lasting Council reform, it seems clear that the N-10 members and alumni must do more to lay out issues, structures and implications that continue to impede peace and security progress and compromise the overall reputation of the UN, especially in the eyes of the most vulnerable. N-10 alumni know a good deal about what these five states are likely to face.  Their wisdom remains indispensible to any efforts – as Kazakhstan recommended with regard to the Sustainable Development Goals and Thailand with regard to the Peacebuilding Commission – to broaden what the Council supports while limiting what it controls.

There are risks associated with asserting this preference of course, including risks to political “favor” and careers from a too-bold confrontation with the largest and most powerful states.  But if the UN is to preserve a global confidence, some measure of political risk-taking must be part of the N-10 job description. We urge in any future “public” discussions with N-10 candidates that their reflections on Council risks-worth-taking are accorded a higher priority.

Connecting Some Difficult UN Dots:  The Risks Worth Taking, Dr. Robert Zuber

This was one of “those weeks” at the UN – a time when complementary discussions were taking place in multiple conference rooms and when it was difficult to know where the most important discussions were actually taking place.  For instance, President of the General Assembly Lykketoft held an important, two-day High Level event on Peace and Security, in part designed to find ways to engage UN member states beyond the Security Council in diverse aspects of conflict prevention and resolution.   On the second day, barely 50 paces away, that same Security Council under Egypt’s leadership was holding a valuable general debate for UN members on strategies for combating terrorist narratives.   Venezuela was one of the few Council members to directly reference the General Assembly meeting nearby, but none risked referencing the needless overlap forcing interested parties to divide their attention between two related discussions that both warranted full and undivided attention.

A similar overlap occurred this week with respect to matters of abuse, the means to address which the UN community is taking stronger (if seriously belated) notice.  One setting for such discussions is the Permanent Forum on Indigenous Issues, one of our very favorite annual UN events.  The Forum combines diverse cultural expression and high-quality activism with sober reflection on abuses forgotten, land stolen, cultures denigrated, voices denied, ecologies poisoned, resources exploited.   And yet there is gratitude in evidence here as well.  A colleague reported that speaker after indigenous speaker at the Forum began by giving thanks – not for the abuses and humiliations, of course, but as a way of honoring the ancestral owners of the land and sea on which this Forum was happening, opportunities that we can embrace now because of all that happened before us.

This ritual gratitude is no mere ritual.  It is an effort to keep living connections between our current strivings, those before us who gave us contexts and challenges, and those after us who will have to live with the consequences of our sometimes thoughtless legacies.   It is this grateful awareness of multi-generational impact — this attentiveness to a world that we did not make ourselves and that others are destined to inherit — that helps bring meaning and power to situations too often characterized by rights abuses uninvestigated and unpunished, cultural and resource thefts justified by trade agreements to which indigenous peoples were not party, and other violations of respect.

It is too bad that these indigenous representatives are not present at the UN more often, and also too bad that there is no time – or perhaps invitation – to share their lenses on meaning and power in other conference rooms.   One such room this week was a briefing for diplomats, again under the auspices of the General Assembly, and this time devoted to updates on the UN’s efforts to address sexual violence by UN personnel, especially peacekeepers.

There was some gratitude expressed by UN officials during this briefing – mostly to the peacekeepers who do difficult jobs under even more difficult circumstances, who largely do those jobs free from scandal and abuse, and who labor under mandates that are often unclear, unmanageable — even  grandiose.  After all, we do not “protect civilians” in the same sense that fire departments respond to all fires. We protect “some” civilians, except in those gruesome instances when we do the exact opposite.

My office colleagues, two of which have been closely following the Indigenous Forum, found this particular GA discussion rather unfulfilling.   They largely reject the “bad apple” theory of abuse that ignores structure and context and allows senior leadership to avoid scrutiny.   They reject the idea that anyone – soldiers included — should be lauded for refusing to sexually abuse constituents, regardless of the other challenges they might be facing.   They reject the idea that we can focus solely on the (quite helpful) measures now being taken to eliminate abusive behavior without a serious (and apologetic) examination of why it has taken so long to counter a problem that we have known about for some time.   They reject the idea that the reputation of the UN should be our primary consideration rather than the well-being of victims. They wonder if our approach to all this is too much about “damage control” and not nearly enough about “damage confession” while embracing the political risks necessary to try and make things right.

There were lots of powerful words spoken at this particular GA briefing.   But those few of us non-diplomats in the room (sadly including no indigenous representatives we could identify) came away largely unconvinced that bold words and proposed programmatic reforms would be sufficient to overcome the UN’s aging habits of policy distraction and policy spin.  We don’t seem to have (or have lost) that longer view to which we can attach longer commitments, based in part on gratitude for those who struggled before us and responsibility towards those who will follow. Eliminating (not merely addressing) abuses, as both the Under-Secretary General and Special Coordinator pledged to accomplish, will require culture shifts as well as policy adjustments.  We must take needed steps more urgently, but then stay a considerably longer (and honest) policy course that keeps victims (and our collective history of creating and responding to them) at the center of our concern.

In the GA briefing, there were many important statements from member states following the formal UN presentations.  But Norway had it quite right, we thought.   They expressed clear “impatience” at the pace of change.   They also noted the likelihood that more allegations will be forthcoming as more attention is paid to the issue of abuse by UN personnel and national contingents.   We’re not out of these woods by any means. Moreover, we’re not likely to make matters better if we cannot risk more fundamental changes to the way we do our own business.  Addressing abuse goes beyond training manuals and force-generation strategies, beyond troop strengths and the comprehensiveness of mandates.  It surely involves, as Tanzania noted during the briefing, a commitment by states to avoid the “blame game” and to accept the risks of “collective responsibility” to justice and recovery services for victims.

Collectively, we seem to be losing our capacity to take values-relevant risks.  One colleague at the UN recently told me a story of how she helped someone in distress find assistance on a late-night New York street, only to be verbally “accosted” by a few of her peers, mostly in a related policy field, apparently upset that someone they know would put themselves in that sort of position.   As though that isn’t precisely the type of risk we who say we “care about the world” should be encouraging each other to take!

The lessons of the week seem clear:  if we are to collectively solve problems from terrorist narratives and discrimination against indigenous persons to peacekeeper abuse we’ll need to peer (and act) beyond the edges of the prevailing consensus.   This implies, among other things, venturing into policy rooms beyond our specific brands, and then being willing to take a few more risks once we get there.
